On the most basic level, both are (usually, though other methods exist) done using DNS queries, so the answer is "yes, Synapse supports the thing you're asking on 'some' level (the most basic one; you need to figure out the specifics yourself:)". However, you'll need to check the corresponding BL database's website/faq/rules/whatever to know what their answer(s) to your quer(y/ies) mean. Usually, the answer using 127.0.0.x range, where the x is the "result" of what you're trying to check.
