The reason is that the samples, docs and so forth all assume that this is shipping together.
Also we haven't split out the mediators and code that uses Sandesha2 and Rampart so right now its dependent on having those in the build path. I don't think it actually helps us either because as far as I know you can't use older versions of Rampart and Sandesha (e.g. 1.1) with Axis2 1.2 and therefore Synapse is pretty dependent on Rampart and Sandesha2 1.2.
