Good question. The RSS specs do not have direct support for multilingual feeds. The 'best practice' for those needing to include items with different languages is to use the 'most commonly used' language as channel's. That is, if someone posted a great majority of the time in language X but occasionally used language Y it would be better to use X. Also consider the target audience. If you're aiming to reach an audience that generally speaks a given language it'd be good to use that as the identifier. And for the technically inclined there is a tag called 'mul' and even one for unknown. They're not commonly used. If 'mul' were used, however, it would be necessary to embed a <dc:language> element inside each *item*. As for that feed there are several issues. One is that apparently Wordpress doesn't do a very good job at setting the language tag for users. This is really a shame. A lot of these annoying technical bits can be solved easily when a tool makes it easy. So the tag could be missing because the user just didn't know about it and wordpress doesn't help. Likewise it doesn't have an easy way to attach a per-item language tag. In looking at the content however, it seems that the author is french speaking and, as an item indicates, is trying to keep his english from getting rusty (and it's not bad either!). I'd tend to think the user would be aiming to a french-speaking audience thus the feed should have a 'fr' language tag.
