You have to tell Fetch to encode the file as a MacBinary file.
You can probably get it to do that by default.

Unless you're logging in remotely, I doubt that the FTP daemon
poses much of a security risk; and those security risks would be
similar to running an AppleShare file server (since that is also
accessible via TCP/IP, at least in 10.x).  In either case, you can
enhance security by running both on a private IP address (e.g.
192.168.x.x).  How you would configure that in OS X is beyond me,
though it usually appears to be specific to the daemon.
