IMO, it is a support issue.  No need to turn on MWI (and field the
inevitable questions associated with it) until most/all of the nation
is converted.  There's no pressing need to support both systems, that
only creates confusion.  For example, if MWI was currently set in
Hawaii, and I went on vacation there from my home in DC, would I get
MWI or SMS?  Is the conversion my market (subscribers) or by market
(the towers).  If in fact I would get MWI in HI, but as a customer I
haven't received notice of the change (since I live in DC and have not
been converted), I may have to call CS, and that costs TM money.

I admit I haven't followed this closely, but since I have experience
in the CS business, that's my POV on this issue.
