As someone mentioned, a data plan is required IF you buy your smart phone 
through T-Mobile. If you bring your own or pay full price from T-Mobile, you 
may not be required to get a data plan.

But you do have data plan choices and the cheapest is $10 a month for the 200MB 
plan. The $20 plan is "unlimited" but the 4G connection is limited to the first 
2GB of data. However that is plenty for most people. As a long time T-Mobile 
user, if you go through retentions, you can ask for the Preferred Android plan 
with for the same $20 gives you up to 5GB of high speed data.
