Yes, "Generic System" is like Debian, FreeBSD, et al. - which is build as many of the packages possilble (e.g. without embedded stuff or altarnatives that would
overwrite each other's files).

So you indeed build as much as possible. There should be the desktop target in
the Config Target selection.

You can also select a package pre-selection template on the Generic target which limits the stuff to build to just a minimal command-line or minimal X.org Linux.

Also note that scripts/Download -required is not necessary anymore, and
Build-Target will download on demand missing stuff for each package.

As William already wrote, the downloads are placed in the download/ directory
and unless you manually remove them are re-used, so even if you change
your configuration now - the already fetched files will be used for the new
build.
