Only if you have more than the default config.

unless you meant "Exact Desktop" ?
Yes, in trunk we removed the "Exact" branding, guess we should
do so in 7.0 as well.
Ok, this is no big deal. I understand it will reuse the packages I've
download,
so that's good. I think the problem is I don't have the right version
of the handbook,
I downloaded a .pdf from the web site (it mentions 6.0 in the examples).
But when I get it from SVN, and call make, it says

Oh well, never mind. I'm going to build.
The TeX book source is deprecated, we migrated to Docbook XML
some years ago!
