Years ago I worked in a print shop and they used a regular electric drill 
when they needed to drill lots of paper - they would make a jig according 
to what was needed at the time.

Some craft shops do a little hand held cutter for cutting round corners - 
works like hole punch. Over here, they retail at about £7-£10 ... very time 
consuming, but a lot cheaper!
