We have made tablets from cow scapula and found it worked very well.  It is 
best to use fresh bone that has not been baked (which weakens it).  Boil the 
bone just until you can easily remove the soft tissue bits.  Let the bone 
dry.  Use a fine-toothed saw to cut the dry bone.  Wear a mask as bone dust 
is very fine and not very good for you.  (If you use modern tools, then it is 
even more important as the tools throw lots of fine dust quickly into the 
air.)  Shape the bone while wet with a sharp knife.  We ues Exacto knives and 
put the bone piece being worked on iinto water every 10 minutes or so.  It is 
much easier to work wet, and the bone soaks up enough water quickly enough 
that you don't have to leave it in the water very long.  Use a drill to cut 
the holes.    Have fun!
