While it may not be exactly what you need for this project, you could check
weaver's supplies. My local handweaving shop carries a lot of different
weights of cotton...as well as oodles of other goodies.

Another brand of crochet cotton is Flora, available in sizes 10 and
20, with some 50 also -- it does have the tightest twist of these
three lines. Many yummy colors, at least for my taste. Available
from Handy Hands Tatting or Lacis. It may be available in white on
cones; ask Handy Hands and if you ever decide to order some, let me
know!
