Well at least I am not hallucinating.
Someone needs to repair these builds.
my workaround was to goto old faithful IBIBLIO (seems alot quicker nowadays)
<pluginRepository>
<id>ibiblio</id>
<url>http://mirrors.ibiblio.org/pub/mirrors/maven2</url>
</pluginRepository>
and then go with 2.4.1
<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-surefire-plugin</artifactId>
<version>2.4.1</version>
But I do not know if this is legit.
