I cannot say what is correct or not here. The photos for highway=track
and tracktype are quite obvious when you have two parallel dips (I
don't know if it is the right word for that) showing evidences that
cars or tractors are using this road.
If you have no such evidences, then you enter in this grey zone where
you have to estimate if it is designed for motor vehicules or not. I
know that sometimes it's not easy as some hiking paths are transformed
to tracks when they are often used by off-road vehicules or some old
abandonned tracks in nature reserves are coming back to their original
"path" status.
