Trying to not worry too much about the past, two things are clear: A) there is much confusion over what "landuse=reservoir" means or should mean B) there is no documented landuse tagging to describe a parcel that contains a (land) buffer and water that is a reservoir. So what landuse is appropriate for the parcel?
