I agree with your statement that a camera is doing surveillance, whether privately or available to the public. I disagree with your statement that "no matter what the intention of a webcam it is pushing to the internet and therefore there is no control on who sees it and what they use it for", since, as you just agreed, video being pushed to the Internet isn't necessarily publicly available. Including the definition that a camera that is connected to the Internet necessarily is available to all comers would mean that most security cameras connected to the Internet would not be classed as surveillance cameras.
