it's not about ways where bicycles are not allowed on, it is about ways
with other ways nearby, where the other ways have to be taken in certain
circumstances (exceptions might be that the cycleway is not passable (e.g.
snow and ice, littering, parked cars), doesn't lead where you want to go
(e.g. you want to turn left at the next crossing), is not broad enough
(e.g. with a trailer), etc.). "no" and "destination" do not work here, but
"use_sidepath" might work (as it models precisely the type of restriction
and could therefor be evaluated according to the jurisdiction in this
place).
