If different mappers use the same tag for different purposes we got a real problem, because you won't be able to tell what a tag on a given object is meant to say. "voting" somehow confirms a given definition and makes it possible to more or less rely on that definition, while pure "usage" numbers don't work to show acceptance for a certain tag, because it could mean different things.
