Example: http://www.openstreetmap.org/way/5987185 which is just the first best from 130 "highway=unbuilt" ways, Its history shows that it was imported in 2007. Just a few m south is another one: <http://www.openstreetmap.org/way/199739291>http://www.openstreetmap.org/way/199739291 which doesn't have a long history but seems to be exactly like it. Object with note=* seem better than highway=neverbuilt.
