An incline is not a landuse. So do not use that.

you can't put up/down to an area because a area have no direction
or if really needed, you need to add direction, it think it is unneeded
for your case.

use up/down on way or entrance
building:incline=yes mean for me that the building itself is like the
tower of Pise, not the ground
maybe something like ground:incline=yes or landuse:incline=yes
