Yes the idea behind access=* is a general tag - it indicate for every other transport types (except if another more specific tag is used) : so access=private just say that for every type of transport it is a private access, and if you add foot=yes, it became "private for everyone except people on foot that can walk freely). There is a hierarchy as shown on the wiki where a more specific access tag override restriction.
