Does `amenity=shelter` imply `building=yes`? The osm wiki page does not suggest `building=*` as a “tag to use in combination” https://wiki.openstreetmap.org/wiki/Tag:amenity=shelter <https://wiki.openstreetmap.org/wiki/Tag:amenity=shelter>
But most other features which are closed-way structures need the `building=*` tag. I know it’s a tag used by 3D mapping. It seems like for consistency, we should add an explicit `building=*` tag.
