In Finland the marking in the first image is for an ”extension of a cycleway”, ie. a place for cyclists to cross the road. It's not meant for foot traffic and doesn't give cyclists precedence over traffic on the road, unlike a marked footway crossing. The second one would in Finland probably be used for marking the edges of a bump, also having no effect on the precedence of traffic modes.
