there is no double negative to it, it is a simple transportmode:direction=no

The tag could also be foot:forward=no (depending on the way direction in 
OpenStreetMap)

 oneway:foot does not have any meaning at all, neither yes nor no, because foot 
is not a part of oneway. 

It can only bear meaning if you reject tagging structure and see it as a term 
on its own (like oneway_foot or asdfghj). If you believe it makes sense to base 
tags on a well defined systematic structure, then it is pointless.
