Jersey barriers have a specific tapering profile; the blocks I'm thinking
of are typically simple cuboids.

They also have different purposes: a Jersey barrier is meant to deflect a
vehicle back into a lane of traffic when struck at an oblique angle;
Hostile Vehicle Mitigation barriers are placed at right angles to the
expected line of approach, and are meant to stop the vehicle altogether.
