I'd also like to suggest that the sandbox concept be revisited. For taglibs, it has become a kind of limbo - things in there are neither entirely part of the ASF nor entirely separately. This is OK for brief periods of time, but nobody seems to be policing the "A vote should occur within 6 months of the introduction of a project in the sandbox." [1]
This is a clear example of the subproject containment model of Jakarta not working effectively, and why many at the ASF advocate a flatter hierarchy.
