Well, I suspect we may want to decide on the fate of taglibs in the sandbox one at a time, rather than just assuming a "bulk transfer". Taglibs that have been in the sandbox for some time already are there primarily because they lack community, and it's not clear that they'd gain one simply by moving from one sandbox to another. Perhaps we should leave them where they are, and let them be picked up one at a time by the new subproject if / when there is committer interest in pursuing them further.
