I'm not sure if I was clear, but what I meant is that we have a bunch of taglibs (like request, response, session, application, i18n, dbtags and xtags) whose main features are covered by the JSTL counterparts. We should deprecate these taglibs and migrate whatever remaining useful feature not covered by JSTL to the Unstandard taglib.
As far as the RDC sandbox taglib is concerned, I believe the outcome of the ongoing VOTE will decide whether we treat it as a supported taglib (or continue to treat it as part of the sandbox) for the proposed move.
The RDC is the only active taglib nowadays and you and Sam are doing a good job maintaining it and anwering questions. In fact, ironically enough, the only other active taglib was the Datagrid, which is also on the sandbox (and I'm still owing Nestor some commits) - even Standard is stalled right now...
