I've gotten that error before, usually after something else has failed.
I'd guess the root problem isn't actually an encoding error. I think
something weird happens in the exception handler path sometimes.
I'd rather not worry about mercurial tip until 0.8 comes out though... I
think Matt said that should be fairly soon.
