Personally, Im glad that potlatch remembers the settings from last time. I dont want to have to go and select my background layer everytime I reload potlatch. Not all potlatch users like the default settings, and Im glad to know that if I make custom changes, such as typing in a background layer URL, that it will be saved for next time.
