On the 100km/hr speed limit, there are many dual carriageways within and outside that have a 100 limits, including (virtually) the entire ring road and the M4 (NSW speed zone guidelines stipulates that 100km/hr is for urban motorways and 110km/hr for non-built up area motorways or rural divided roads). A dual carriageway with at least two lanes would seem appropriate to be called a motorway to me.
