+1 you can use the tag https://wiki.openstreetmap.org/wiki/Tag%3Aemergency%3Dwater_tank There is also https://wiki.openstreetmap.org/wiki/Tag%3Aemergency%3Dsuction_point but you'd need local knowledge for these.
