In the spirit of the OSM tenet of "be bold," and because you (all) have been so open about the real vandalism / destruction this one person (account) is doing to our map, I say "go ahead and revert his changesets yourself."
I've done this before when "the clear and present danger" of vandalism is taking place, and I'm not the DWG, "simply" a conscientious OSM Contributor who cares about data quality. It is bold, yes, but it is allowed, and it is not unheard of (i.e. it is "heard of"). I suffered no consequences for doing this, in fact a couple of times I was (individually) thanked by the wider community when certain persons figured out I'd cleaned up a mess or two. Yes, it's good that you've knocked on DWG's door, they can be busy. If you can, "share the load" a bit and scrub away the stains yourself: you really are allowed to do this, given all the steps you've already taken (to no avail).
