Hey Graeme,
The network= tag for each route relation with a ref=* needs to be
updated from the old scheme to use the AU:state prefix. For example
network=S in Queensland becomes network=AU:QLD:S.
Phil included a really useful overpass query that I'm now going to be
using to track where I need to make changes.
