Fair warning, I am USA-based, but I believe I have more-global perspective as I post to talk-au.
In a LOT of contexts, "asking the locals" or even "deferring to the locals" is an advisable strategy. It works in contexts such as aboriginal_lands and even with (certain, as in Canada) admin_level tagging disputes. The important thing is to be in "a listening mode" when locals participate with our wider community. For something like "Adventure Way," as it is recognized as a "tourist promotion" kind of thing, yes, treat it as such and it will "bubble to its appropriate levels / values" by its tagging. Sometimes some back-and-forth happens between "locals" and "wider OSM community," but it always seems to work out when dialog happens. More often than not, a "this is how we do it around here" tagging strategy can be found that works. Communicate. G'day!
