My feel is that overcommunicating is gonna be the way to get a new regional OSM service stood up :) Random side thought, if someone is getting paid for it, maybe some data forensics on AARNet OSM cache usage (where tiles got delivered, *who* they served) would be useful. It would be good to understand at least - put some evidence behind "It'd be good if we...". Maybe a local server has no impact? Either way, finding out might be useful...
