Is operator not provided in the data? I prefer not adding the operator tag at all, if we can't fill it correctly. Here is my reasoning. It follows the OSM practice of tunnel/bridge=yes but maintains the important distinction that it is a snowshed. We can get the renderers to catch up and approve the snowshed tag later.
