If you have a proper look at the whole area around, you will see that there is a systematic offset between the water "layer" and the forest layer. The forest layer should be moved about 10 to 30 metres to northwest. I wonder how such an error can be overseen during the preparation of this tile. Other examples: https://www.openstreetmap.org/way/402043390 https://www.openstreetmap.org/#map=16/49.3997/-87.4329 Maybe the original data was traced from different aerial imagery and that's why there is an offset which is not constant.
