Definition of shoreline in OSM, Maa-amet and Corine is probably different.
I think this is the only natural feature which could be matched in Corine?

 For classification I used
http://wiki.openstreetmap.org/wiki/WikiProject_France/Corine_Land_Cover/Nome
nclature as a base, only change was that I added two classes which seemed to
be relevant for Estonia:

242     Kompleksmaaviljelus (haritavat maad > 75%)                      2236
tk      landuse=farm (proposed:ABADON)
243     Põllumajanduslik maa (<75%) loodusliku taimkatte osalusega
4701 tk landuse=farm (proposed:ABADON)

I guess that the second (243) here is unused farm fields, typical remnant
here from the "destruction of soviet agriculture", and it is useful to be
distinguishable from the 242. If not, then both could be left out, as these
are anyway most areas which are left over from all other land cover types.

It seems that there were some typos left in tags. I'll try import to my test
base and if it is ok like it is. Maybe we need a modified upload tool to
split it to reasonably sized changesets. 

I have emailed to French guys dealing with their big corine data, and they
also do not have proper uploader yet, but they promised to inform me when
they have something. Their problem (data size) is of course ~10 times
larger, we can do it almost manually. I think main api 0.6 supports max
50.000 elements in a changeset; I think we would have about 20-30 pieces
which could be made manually.
