At least I'd leave them out for now. We can always import them in
another go. Although we might loose the duplicate nodes ... but that's
rather a matter of how to split them out of the current data set.

What about <http://wiki.openstreetmap.org/wiki/Bulk_upload.py>? At least
to me it looks like it's doing exactly what we need.
