Well ... it didn't feel so far fetched.

And this is IMO currently the case. It seems that Mapnik renders borders
made up by relations from admin_level=8. Relations with admin_level=9
are only drawn is they are on ways tagged as boundary=administrative.

In contrast to that Osmarender looks fine as soon as the way is not
tagged with boundary=administrative

The problem are the relation memberships.

Question: Is this the case or is it just some assumption?

Actually about every map I have seen contains the border(s) in 
Võrtsjärv.
