Personally, I would use it everywhere. Usually when I edit or add an object 
with an address, I also add addr:country, if it does not exist already. I agree 
that it should be consistent and not in a chaotic state.

From my experience with discussions in the German forum I can say that 
mechanical edits in either direction are often discouraged within the local 
community. There are some people in favor, some against it, and so indeed those 
who like addr:country tag it, others leave it out. But also actively deleting 
is discouraged.

Apparently 28% of objects which have addr:housenumber also have addr:country:

My idea was to use addr:country=EE along the border only (10-20km). That would

Leaving things in a chaotic state because people can't decide is probably the 
worst option. Any other option would at least have some thoughts behind it and 
explanation why it's done in that way.

What's the global practice with this tag? The only thing I've found in wiki is:
"Using addr:country=*, addr:state=*, and addr:province=* are optional, since they 
can almost always be determined from boundary relations."
