Although technically it wouldn't apply to construction projects on green field sites. You could start using landuse=building_site and submit a patch to render it :) (or talk nicely to someone editing the rules...)
As far as I'm concerned, it's good to tag these area's rather than leaving big empty spaces, and brownfield works for me....
