ok, recommendations so far are:
landuse=construction
landuse=building_site
landuse=under_construction

do any of these render at the moment?

I have been using brownfield for exactly that kind of site. Although
technically it wouldn't apply to construction projects on green field
sites. You could start using landuse=building_site and submit a patch to
render it :) (or talk nicely to someone editing the rules...)

As far as I'm concerned, it's good to tag these area's rather than
leaving big empty spaces, and brownfield works for me....

If it's a previously used piece of land then "brownfield" is appropriate,
with or without construction activities. If its new construction on a
greenfield site then landuse=under_construction works for me.
