It kind of does, the "designation" tag has been mentioned on this mailing list (and is used by some). Some (but not all) are advocating this approach, i.e. highway=track|path|footway (the last two rather interchangeable, it seems) and designation=public_footpath|public_bridleway|public_byway|restricted_byway|permissive_footpath|permissive_bridleway.
