Whatever tagging is chosen needs to distinguish between

  - A gate that prevents all access, and is normally closed;
  - A gate that blocks traffic but not pedestrians, and is normally closed;
  - A gate that is normally open.

The question of locked versus unlocked, to me, seems less important, but that
could be tagged as well if people need it.

If you have a gate that prevents access by car only then you can add a 'logical'
footway bypassing it so that pedestrian routing works, but this seems a bit 
ugly.
