Whatever tagging is chosen needs to distinguish between - A gate that prevents all access, and is normally closed; - A gate that blocks traffic but not pedestrians, and is normally closed; - A gate that is normally open.
The question of locked versus unlocked, to me, seems less important, but that could be tagged as well if people need it.
