I think there needs to be a category of route (and have suggested tcn) for signposted loop "touring" routes, usually established within one local authority area (eg the Round Berkshire Cycle Route http://www.openstreetmap.org/browse/relation/29509).
People tend to use lcn for this, but they are quite different from urban utility routes. It might be that rcn becomes available for these, but I'd probably give them a distinct category (not least because some other countries have both signposted loops and sub-national routes).
