As per my original post, I think the wiki ought to record the dominant usage. I think plain highway=footway is dominant for such situations. The only area where I think the dominant usage is unclear is rural paths, which were traditionally done as plain highway=footway, but there are now quite a lot of plain highway=path. But again, I think the wiki should just say what's the current situation, and leave it up to mappers to choose.
