Thanks. From there I found the key:enforcement tag:

They recommend that this is used in a relation however it is unclear to me
why that is necessary. Are all the average speed camera enforced roads in
the country going to be in the same relation, or are we going to split it
up, if so how? For now this is a rarity, but it may become normal. Are we
going to know where the entrance and exit camera are? Surely the technology
will develop and the system will soon be flooded with camera and they wil
check journey times between any two of them

Personally I am tempted to put an enforcement=maxspeed onto the relevant
highways or something.
