Hi all, By coincidence, I've just got home from mapping a "home zone" signposted area - first time I've seen one. I'm tagging it as living_street. Here it is: <http://www.openstreetmap.org/relation/4004201>
I would say do not use the tag just because of seeing block paving on the street. As far as I'm aware, there's no rule that motorists have any obligation to interpret block paving in a particular way. In practice, I guess it does influence them, but as a "nudge" not a rule, so it seems to me that "highway=residential and surface=paving_stones" (as you suggest, Rob) is a good fit for the merely block-paved.
