I wouldn't assume bad faith in this or indeed any NCN-related case. As I thought was fairly well known, a lot of Sustrans rangers are OSM editors, including several subscribers to this list. Indeed, OSM is often updated with the latest NCN openings/reroutings _before_ the official Sustrans mapping!
